On the afternoon of May 24, an expert evaluation meeting on the qualification assessment for degree authorization point for the first-level disciplines of public administration and the professional degree of public administration (MPA) in Tsinghua University was held in Conference Room 302 of SPPM.
This meeting invited Professor Luo Changkun, former President of Third Military Medical University and a member of the Academic Degrees Committee of the State Council as the team leader. The team members include Professor Yang Kaifeng, Dean of School of Public Administration and Policy, Renmin University of China , Professor Yan Jirong, Executive Vice Dean of School of Government, Peking University, Professor Yu Jianxing, Dean of School of Public Affairs, Zhejiang University, Professor Ou Mingha, College of Public Administration, Nanjing Agricultural University as well as a member of the Public management Discipline Review Team of the State Council , Professor Zhang Wenguang, Dean of the School of Government, Peking University, and Mu Rongping, Dean of the School of Public Policy & Management, University of Chinese Academy of Sciences. The meeting was chaired by Professor Luo Changkun, the expert group leader.

Sun Fu, Director of the Training Office of Graduate School of Tsinghua University, delivered a speech. Sun Fu said that the SPPM’s degree authorization point for public management invited the top team of experts in the discipline, which provided a high-level and high-precision gauge for the evaluation work, conducted a comprehensive evaluation, clearly defined the position and condensed the characteristics. The School has carried out a lot of solid work, reflecting its own high requirements. We expect experts to analyze the problems and listen to their opinions modestly.

At the evaluation meeting, the head of the degree authorization point, Dean of Tsinghua SPPM, Professor Xue Lan and Professor Wang Yahua, Associate Dean of Tsinghua SPPM gave a comprehensive report on the work of the first-class discipline authorization point of public management and the master of Public management (MPA) professional degree authorization point respectively. The report mainly introduced the construction of degree authorization point from the following aspects: the concept and thinking of the construction of degree authorization point, discipline layout and team construction, scientific research and social impact, support system and environment, personnel training for academic and professional degrees, existing problems and challenges, etc. Professor Xue Lan introduced that since its establishment in 2003, Tsinghua University public management degree authorization point has achieved remarkable results in discipline construction and personnel training based on the basic development concept of "people-oriented, balanced and inclusive, and driven by two wheels". It has been included in the first batch of "13th Five-Year Plan" discipline construction start-up units in Tsinghua University, selected into the "double-first-class" construction discipline (group) of the Ministry of Education, and achieved A+ in the fourth round of national first-class discipline evaluation. Professor Wang Yahua said that the MPA degree program in Tsinghua has the characteristics of "solid foundation, interdisciplinary, integration and internationalization". The program had achieved remarkable results in training a large number of senior Public management talents both at home and abroad. It was the first outside the United States to obtain NASPAA international accreditation and a high external evaluation. However, at the same time, it also faces some problems and challenges, which need further positive contributions from degree centers.

The expert group conducted a comprehensive evaluation and detailed inquiry on the contents of the self-assessment report and all aspects involved in the report. Experts at the meeting asked about the structure of the faculty, curriculum, the incentive mechanism for teachers, the quality control of training, the student financial aid system, the construction of double degrees and many other details. Xue Lan, head of the discipline, Wang Sunyu, Xue Lei, head of the discipline direction, Peng Zongchao, Secretary of the Party Committee of SPPM, Yang Yongheng, Associate Dean of SPPM, Zhu Xufeng, Associate Dean of SPPM, Wang Yahua, Associate Dean of Tsinghua SPPM, Xie Jin, Deputy Secretary of the Party Committee of Tsinghua SPPM and others reported one by one on the issues raised by the expert group. At the same time, the members of the expert group and the degree team had in-depth discussions and exchanges on important issues of discipline development such as discipline direction setting and personnel training mode. The expert group fully affirmed the work of the two degree authorization points of public management discipline in Tsinghua, and evaluated them as "ambitious and lofty goals, advanced concepts, clear and accurate positioning, strict and scientific system, and fine management standards." And predicted that this discipline will become "first-class in the world."
According to the report of the degree authorization point and the subsequent question-and-answer exchange, and after discussion at the internal meeting, the participating experts formed evaluation expert opinions on the self-evaluation of the public management level I degree authorization point and MPA degree authorization point. They gave positive evaluation to the work of the degree authorization point from the aspects of discipline construction, direction of the authorization point, faculty and staff, features of talent training, regulatory framework, supporting platform, comprehensive ensure system, training achievements, etc., and the expert group concurred in giving a “pass” to the qualification assessment for the degree authorization point. At the same time, it was also suggested that Tsinghua SPPM should further enhance their strength, take further efforts in the construction of teaching materials and other aspects, and carry out more exploration in the integration of the frontier theory of western public management with China's reality and China's traditional governing thoughts, so as to contribute Tsinghua's wisdom and experience to building a world-class public management talent training system with Chinese characteristics.

Finally, Wang Renmo, Deputy Director of the Tsinghua University Academic Degrees Office, mentioned in his concluding remarks that the discipline of public management in Tsinghua University had not developed for a long time but had achieved remarkable results. The university attached great importance to this evaluation, and the Graduate School would gather experts' opinions to vigorously promote the development and construction of disciplines and meet future challenges.
